The Stephanie Minter Legal Fund was established in memory of Stephanie Minter, whose brutal and preventable murder inspired the Victims Rights Reform Council to launch a groundbreaking legal initiative unlike anything attempted before.

Stephanie should be alive today. Instead, she was murdered after a career criminal was repeatedly released despite a long history of violent offenses and being in this country illegally. Her death became the catalyst for a new strategy: using federal civil rights laws to hold government officials, policies, and institutions accountable when their actions—or deliberate indifference—place innocent Americans in danger.

Stephanie’s case is not an isolated tragedy. Across the country, families are losing loved ones because of reckless policies, activist prosecutors, judicial failures, and government decisions that prioritize ideology over public safety.

The Stephanie Minter Legal Fund exists to ensure those families are not forced to fight alone.

Funds raised will allow VRRC to work with attorneys to investigate cases nationwide, represent victims and their families, file civil rights complaints with the U.S. Department of Justice, pursue strategic litigation where appropriate, and expose the policies, practices, and organizations that contribute to preventable violent crime.
